local phi of MM hit in L2MuonSA

Yohei Yamaguchi requested to merge yoyamagu/athena:atr-26469 into 22.0

As reported on ATR-26469, L2MuonSA has FPE when no U/V-layer hit in MM. This MR fixes the issue by setting local phi position of MM hit to 0 when no U/V-layer hit.
