MuonRecRTT - Update conditionsTags to latest version

This MR affects the MuonRecRTT package.

This will update most of the conditionsTags of the MuonRecRTT ART tests to the latest version. For the Phase-II tests it sets the Run 4 conditionsTag that is now available
