[ATR-26377] Implement trigger menu updates for the Exotics WG

  • Remove PS::NoHLTRepro groups from the LRT tau triggers to reprocess for cost and rate information
  • Add combined muvtx chain to compare with Run2 rates
  • Add a backup emerging jet chain
