Cleanup sTgc digitization of unused and deprecated code

Goal is to clean some aspects of the sTgc digitization package in order to removed deprecated or unused variables and functions. This MR will not change the output of either 22.0 or master. Splitting !57672 (closed) into a smaller self-contained MR here with just simple cleaning of the digitization.

Included in the MR is the removal of extraneous CSC files (unused), functions and redundant variables in the sTgc digit maker and digitization tool.
