Crest development: change server url

Change primary CREST server url base, as described in ATDBOPS-185 and suggested by @formica. Tagging @nozturk as interested party. NOTE: The change is minor and does not run in any production code, this is for Crest developers only.

Updated MR: includes improved exception handling for error reporting; updates unit test.
