Using monitoring framework with efexDecoder, and move tower coordinates to tower centres

This allows errors detected in the decoding to be accumulated in a monitoring histogram rather than printed to the screen.

This MR also includes a change to tower coordinates to place them at the tower centres instead of the bottom left corner, to avoid any ambiguity.
