EnhancedBiasWeighter: Read physics deadtime per lumiblock

Support reading the deadtime per lumiblock added in the MR !57469 (merged) Reading global deadtime is still possible and will be automatic if the per lb values are not available.

This functionality was tested during the validation of Enhanced Bias weights for run 436169, ATR-26416
