ThinTRTStandaloneTrackAlg shoudn't run when rec.doInDet is False

Adding check for rec.doInDet to be true when ThinTRTStandaloneTrackAlg is about to be added to the topSequence. This concerns only legacy, as the CA setup already require prevFlags.Reco.EnableTracking.
