Draft: New nighlty test for trigger with a Run 4 single muon RDO
Adds test_trig_mc_newJO_ITk_build, a new test within TrigValidation/TriggerTest to run as part of the nightly. This test runs TriggerJobOpts/runHLT_standalone_newJO with a Run 4 single muon RDO, which has recently been demonstrated and merged to 22.0 in !57318 (merged).
