Relaxing quality of tracks used in TRT-online-DQ-monitoring histograms

Switching from the TightPrimary WP of InDetTrackSelectionTool to the Loose WP for the track selection used in online TRT DQ monitoring as we want to be less dependent on the track quality in other ID subdetectors.
