Disabling AFP TDC service messages

Adding a check to the AFP_ByteStream2RawCnv for the right bits of an actual time measurement. Other bit patterns correspond to debug info or errors and they should not be processed. Thus, they are ignored. Output of the time measurements is unchanged.
