Activation of NSW as-built conditions

With this MR, we will be able to activate MM as-built conditions through user job options (by setting the respective flags, Conditions DB test-tag and folder paths). Furthermore, the application of sTGC conditions on segment clusters is implemented (as-built and B-lines!). sTGC as-built are kept switched off for the moment until the validation has finished, but B-lines are fully on.
