Temporarily disabling H->4L augmentations in DAOD_PHYS

The H->4L augmentations were added to DAOD_PHYS in !56303 (merged) but for reasons that are not yet understood, this disables the application of the thinning of InDetTrackParticles, resulting in every track being written. Since PHYS is needed urgently for production, for now the relevant lines are simply commented out, and the relevant experts will need to prepare a new MR in the future to fix this properly.
