Fix FPEs seen in FastCaloSimExtrapolation in ATLASSIM-6103

Change bound distence below which two bounds points are considered equal in iterative PCA finding in FastCaloSim extrapolation, which is now set to 2x the step size (0.02). Should fix ATLASSIM-6103.
