Removing PFlow-Muon OR in R22

Chris Malena Delitzsch requested to merge cdelitzs/athena:master-PFlow-muon-OR into master

Removing the special muon-PFlow overlap removal required for R21 due to an issue in the PFlow reconstruction for events with more than one muon. The issue has been fixed in R22 since the beginning and thus removing the unnecessary overlap removal.

Tagging @omajersk @ravinab so that they can take a look at the changes in AT before removing the Draft label.
