GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. Episode 27 of updates of tracking CA configs, moving together the configs of the same C++ tools.

This MR covers various TRT related tools and algorithms, including some cosmic-specific configs needed for ATLASRECTS-7331

Checked to leave unchanged the outputs of the Run-3 q445 reco tests.
