tauRec: make TauRunnerAlg and TauAODRunnerAlg reentrant

Hello,

This MR is moving TauRunnerAlg and TauAODRunnerAlg from AthAlgorithm to AthReentrantAlgorithm.

Closes ATLTAU-1723, now all tauRec algorithms are reentrant.
