migrate TruthDressingTool to use new-style MCTC

needed for AGENE-2162

• migrates TruthDressingTool to use new-style MCTC instead of custom notFromHadronDecay definition
• ensures only prompt leptons are dressed
• fixes issues observed in cross-validation of AntiKt4TruthDressedWZJets and Rivet-based implementation of the same logic
• deprecates the FSRPhotonCone option of CopyTruthJetParticles since it's duplicating the logic from the TruthDressingTool
