SUSYTools: tauSFs only for signal taus + config from conf instead of hardcoded

This MR updates SUSYTools to:

  • apply tau ID and trigger SFs only signal taus as it should be, adding a warning for missing overlap removal decoration. Identical to changes already in master (!52849 (merged))
  • makes tau_trig_support config for trigger scale factors configurable from a .conf file, replacing the hardcoded version, with the original default still set up by default.

Does not change ctest output, and is tested with analysis code as well.
