update check_MUCTPISLTiming threshold to 0.4

Minor change of a dqm algorithm threshold value. (also asked offline how this can be applied as patch, but I guess if a nightly is deployed Monday/Tuesday, it's not a big difference; i.e. it's not more urgent than that. Just wanted to have the chance for the dqm algorithm to run with this updated value)
