Enable thread-checker for G4UserActions package

John Derek Chapman requested to merge jchapman/athena:G4UserAction_thread-safety_master into master

Move const_cast closer to the point that it is required in StackingActions. Complete removal is not possible without substantial refactoring (basically moving the G4Track::SetWeight calls to another UserAction where there is a method taking a non-const G4Track). This requires very careful validation, so I perfer to do this separately.
