Bug fix to tau reco config and update to RIG standalone tau ART test

Correctly configure public extrapolation tool in tau config (does not change tier0 output) - currently I believe the config relied on someone else configuring the public tool in the production reco. That does not work when running standalone tau reco from ESD. Add new ESD test running tau CA reco from ESD. Remove old ESD test running tau old style reco from ESD.
