Activate Woodcock Tracking as part of the Run3G4Optimizations

Following the third round of validation for the Woodcock Tracking Optiimization, we plan to activate Woodcock Tracking as part of the Run3G4Optimizations. Please note that this should be merged after the change in the externals version of Geant4. i.e. Switch master to geant4.10.6.3.4
