Calo DD: dropped manager converter and the CaloAlignTool

Vakhtang Tsulaia requested to merge tsulaia/athena:master-caloddmgr-cleanup into master

The primary purpose of this code cleanup is to drop the legacy mechanism of applying calo alignments via callbacks (through IGeoAlignTool & CaloAlignTool), and also to prevent potential clients from retrieving the manager from DetStore (by dropping the converter)
