Hgtd time info propagation to TrackParticle
As requested, this MR puts the HGTD time and time resolution information together for direct use within the TrackParticle. An additional bitfield in a track summary style will allow to still use working point definitions with this implementation.
Still using decorations to propagate the information forward. To be discussed...
