Change default setting in muon SF top CP tool

This MR is a minor change to the default setting of AllowZeroSF in top muon CP tools.

• Change default setting to false to catch non-valid SFs in line with https://twiki.cern.ch/twiki/bin/viewauth/Atlas/MuonTriggerPhysicsRecommendationsRel212017#How_to_setup.
