WorkFlowTests - Swap AOD & ESD order

Moin moin everybody,

when I'm running the Tier0 policy checks, the ESD takes ages while the AOD is super quick. Given that most of the times, the changes in the ESD will also let the AOD one fail. I propose to swap their execution order to reduce the debugging time.
