Tau trigger HLT migration to new job option

This MR implements part of the HLT tau reconstruction configuration in the new JO, in particular the calo only and fast tracking sequences are implemented using the MenuSequenceCA functionality, this contributes to the step-4 part of the migration, pinging @iriu @gipezzul @tbold and @fpastore
