AthenaPoolCnvSvc: Make dataHeaderID file-aware to fix DHForm in multi-stream legacy SharedWriter jobs

This needs to be independently checked/verified but at least it seems to work in my local tests. In a nutshell, by making the dataHeaderID file-aware, we avoid corrupting the DHForm when producing multiple streams with the legacy SharedWriter.
