Muon trigger CA migration for standalone muons

Savanna Shaw requested to merge sshaw/athena:trigmu-ca into master

Move the rest of the algorithms in the precision standalone muon trgger step to use the CA based configuration (ATR-25086), and turn off the error optimisation in the CA based flags to match what we have in the legacy configuration.
