TileConditions: Add Tile timing conditions object

Tile timing conditions object has been added. Tile timing conditions tool has been updated to use timing conditions object. Old-style and ComponentAccumulator based configurations have been udpated accordingly. Test of Tile timing conditions tool has been udpated accordingly.
