New ART test for FTF as an offline algorithm motivated by work in EFTRACK-7

ART test to run FTF as an offline algorithm alongside the standard offline reconstruction, monitoring performance. FTF runs as fullscan as a --postInclude option to Reco_tf, as was first implemented using !56436 (merged). Performance histograms for both offline and FTF are then produced using the standard InDetPhysValMonitoring package.

A Run 4 single muon RDO is used. The same as that used in the nighlty trigger test for FTF with ITk (test_trig_mc_newJO_ITk_build.py) !57984 (merged)
