update for RPC offline DQ(L1 trigger, WD)

Updates for RPC offline DQ 1).Correct the calculation of L1 trigger efficiency to be computed from probe muons with Z Tag&Probe method; 2).Clean histograms in Webdisplay for shifters. Move hostograms not so important to Expert folder; 3).Modify 2D histograms for each layer, make cells corresponding to the un-existing panels to be gray.

Build area was cleaned as per request posted in the DB. The full software build will be performed
