Updates for RPC offline DQ
1).Correct the calculation of L1 trigger efficiency to be computed from probe muons with Z Tag&Probe method;
2).Clean histograms in Webdisplay for shifters. Move hostograms not so important to Expert folder;
3).Modify 2D histograms for each layer, make cells corresponding to the un-existing panels to be gray.
