Remove print statements from Forward Detector configuration

Minor clean-up following from !60439 (merged).

Also includes a fix to ForwardRegionPropertiesConfig.resolveTwissBeamFilePath to account for the fact that the TwissFilesPATH environment variable may be missing a trailing /.
