SUSYTools: fix to photon rec for Run2

Claudia Merlassino requested to merge cmerlass/athena:ST_photonSF into master

Fix to photon rec for Run2, which were wrongly updated to the run3 version. Now back using the temporary R21 version to avoid warnings.
