Fixes for legacy config FastChain_tf.py transform

John Derek Chapman requested to merge jchapman/athena:FastChainPostExecInclude_main into master
  1. Move postInclude and postExec after the rest of the configuration, rather than being immediately after preExec and preInclude.
  2. Allow the possibility of overriding the MCChannelNumber via the --runNumber command-line argument.
