TrigCaloRec: replace HLTCaloCellMaker with CA version

  1. Use the CA config version of HLTCaloCellMaker for the current (non-CA) trigger menu. Verified that the configurations are identical (except a few diffs in the ExtraInputs property).
  2. Also refactor monitoring tools configuration for TrigCaloClusterMakerMonTool and add it in the CA version where it was missing so far.

Next step would be to replace the topocluster maker with the CA version.

Likely requires !60770 (merged). But let's see...
