ALFA elastic triggers in HI L1/HLT menus [ATR-23602] in master

Follow-up on !56109 (closed). This adds streamers for ALFA calibration and alignment including single counters, added to BGRP12 to sample as many BCIDs as possible without running into the abort gap.
