Disable default Tracking.doStats flag

Following the observation from SPOT tests, it appears that the InDetRecStatisticsAlg algorithm has a non-negligible impact on CPU consumption for Run 4 at least.

Since this is not absolutely required to be run in reconstruction and is only used for diagnostics purposes from the logs, the running of those algorithms is disabled by default. It can be turned on through an update of the relevant flag in specialised or private workflows for diagnostics.
