Add CA config for ITk InDetEventCnvTool + unify TrkEventCnvSuperTool config

Use relevant ITk conditions data for InDetEventCnvTool CA config + unify TrkEventCnvSuperTool config as TP converters access only the public tool EventCnvSuperTool e.g. in PixelClusterOnTrackCnv_p2.h
