Cleanup package AtlasSealCLHEP and rename it to AtlasCLHEPDict

Removed everything from AtlasSealCLHEP leaving only dictionary creation for CLHEP and HepGeom classes.
Removed all direct linking with this package.
Considered the streamers for old CLHEP classes (Athena r12) as obsolete. Header files were not included anywhere.
Renamed the package to AtlasCLHEPDict to get rid of the obsolete SEAL reference.
