CTP online DQ: move DCS_OFL usage to offline only

Attempt to fix the error noted in JIRA https://its.cern.ch/jira/browse/ATR-27021, related to running L1CT DQ code online. ctest CITest_DataQuality* succeeded.

Since the relevant change is only on the python file Trigger/TrigT1/TrigT1CTMonitoring/python/CTPMonitoringConfig.py @smwang may be able to test this change as hotfix in the GM test partition. The other changes are temporarily commenting out relevant code that we don't use now, but will soon consider.
