raw data decoding config in CA

replace trigger configuration of raw data decoding with CA

I've added CheckDuplicatedRDO of PixelRODDecoder which used to be set for data15 in the legacy also for the offline - adding @tstreble and @stsuno for confirmation it is correct.

Edit: made a copy paste error - the property is called CheckDuplicatedPixel and set oppositely than CheckDuplicatedRDO in RDOTool
