Update track summary for InDetSplitTrackParticles

Basic track summary info, like the number of pixel or SCT hits, was not computed so far to the InDetSplitTrackParticles collection produced for cosmics. This MR (re)introduces the possibility to force the update of the track summary in the TrackParticleCreatorTool and exploits this configuration for that case.
