ITk material map: add fix input from local conditions db

In !59671 (merged), the call to addFoldersSplitOnline was restricted to non-ITk geometries. This seems to break the material validation workflow if one uses a local material db.

I'm not really sure what this does, or why it ostensibly does not cause issues for non-local material db inputs.
