Hi everybody,

this MR makes up the major milestone to close ATLASMCP-133. The Mdt cabling can now be loaded from a JSON file and from the COOL database. The MdtTdcMap class uses the MdtMezzanineCards to map between online & offline tubes. The MdtMezzType class is depreciated and removed. Added bunch of code to translate the legacy format into the new cabling format.
