TriggerJobOpts: enable L1CaloPhase1 for Run-3 reco, sim and HLT

Fix a bug where enableL1CaloPhase1 was not being set when running the HLT without L1 simulation. The logic is now simplified and the decoding/simulation is enabled for any Run-3 setup.

Relates to ATR-23703 and ATR-26026 and closes ATR-27150.

TODO:

  • test if reconstruction on early Run-3 data (without FEXes) still works
