Update and fix VP1 phi cuts

This MR fixes and closes ATLASVPONE-627 and ATLASVPONE-626.

It fixes the refresh of jets when disabling and re-enabling phi sectors cuts.

It also improves the phi sectors widget to let users more easily pick the phi sectors.
