Add possibility to specify NSW as-built conditions from ascii file

Stylianos Angelidakis requested to merge (removed):dev_asbuilt into 23.0

This allows MM/sTGC performance groups to override standard as-built conditions from the condition DB, for tests. Nothing should change in the standard output.
